govinfo, 2012 edition ↗
Before Jan. 1, 2017 the record is one snapshot per annual CFR edition, revised as of October 1. This is the 2012 edition's wording. An amendment that took effect between Oct. 1, 2012 and Sept. 30, 2013 would not appear until the next edition, so check the citations below and the Federal Register for exact effective dates.

(a) The lead agency, designated by the Governor, must submit the State's CVSP to the Division Administrator/State Director, FMCSA, on or before August 1 of each year.

(b) This deadline may, for good cause, be extended by the State Director for a period not to exceed 30 calendar days.

(c) For a State to receive funding, the CVSP must be complete and include all required documents.
